THRUST AREA – 4 ENERGY EFFICIENCY IN BUILDINGS AND ESTABLISHMENTS
CHRONOLOGY OF EVENTS

An announcement was made by the Honourable Prime Minister of India, while inaugurating International Conference on Strategies for energy conservation in the New Millennium on 23rd August 2002. “All Government Organisations to reduce their energy consumption by 30% in the next 5 years through contracts for guaranteed levels of energy efficiency improvements involving energy service companies.” In pursuance of Government policy and announcement the Bureau of Energy Efficiency had initiated the activities and the status of the activity is enumerated below:
September 2002 Nine Government buildings & establishments identified Rail Bhawan, Sanchar Bhawan, Shram Shakti Bhawan, Transport Bhawan, RR Hospital, Terminal I, II and cargo section of Delhi Air port, PMO office, Defence Ministry blocks in South Block, Rashtrapathi Bhawan and AIIMS have been identified for the project.
September 2002 Formation of a consortium of energy audit consultants and ESCO to conduct investment grade study A consortium formed with the following agencies: National Productivity Council, DSCL Energy Services, Thermax EPS, Energy Audit Services, Central Power Research Institute, Saket Services and Tata Energy Research Institute.

Structuring PC document by entrusting to a committee of experts for preparation of model contract, financial and contractual arrangements, legal whetting suitable for Indian conditions and finalise the Indian model contract.

BEE prepared draft performance contract.
A committee consisting of ESCOs, Hosts under the chairmanship of Chief Engineer, CPWD reviewed the same and a model Indian contract was prepared and the Ministry of Law has approved the same.

February 2004 Bidding Process
(Responsibility: CPWD & Project Hosts)
Bidding documents are available with the project hosts and CPWD. All the buildings have initiated bidding process and the contracts are likely to be closed in February 2004.
Railways have advertised for empanelling ESCOs. PMO, Rashtrapathi Bhawan and Rail Bhawan have floated notice for implementation of energy efficiency measures through performance contracting route.
March 2004 Core Group Training
(Responsibility: BEE)
A batch of 58 personnel from Airport Authority (9 airports) were trained on implementation through performance contracting on Jan 22 & 24 for taking up the implementation in 9 Airports
